In order to be effective, local strategies to reduce greenhouse gas emissions have to be based on social capital at the community level. In two districts of the city of Cologne, the project “Change Agents for Climate Protection” aims to identify local change agents who are not directly motivated by environmental concerns, but are open towards issues of ecological sustainability and can support the implementation of climate change mitigation strategies: this encompasses individual persons and groups alike, such as teachers, representatives of the local churches and religious communities, neighbourhood initiatives, senior citizens, etc. The project is part of the broader climate protection initiative “Dialog Kölner Klimawandel. Ein grüner Masterplan für die Stadt” and aims at providing knowledge for a low carbon transition of Cologne.
